The bill could be a good indicator of changes to state gambling policies

A bill that aims to legalize home poker games in North Carolina has moved forward, passing a House Judiciary Committee vote. If approved, the legislation would provide legal protection for private games played in homes and community clubhouses, addressing a long-standing issue in a state with strict gambling laws.

North Carolina currently prohibits all forms of gambling outside of tribal casinos, sports betting, and the state lottery. Hosting or participating in a home poker game is technically illegal, though enforcement is rare. Representative David Willis, a Republican, is leading the effort to change that by proposing House Bill 424, which would amend existing state laws to allow social poker games under specific conditions.

The bill would permit wagering on board games, dice, tiles, and card games in private residences or community spaces, as long as the host does not take a rake or charge any form of admission. Slot machines would remain illegal, and no one involved in the game would be allowed to receive financial benefits beyond personal winnings. The goal, according to Willis, is to prevent unnecessary legal consequences for casual players who gather for friendly games.

Despite its progress, the bill faces opposition from lawmakers concerned about unintended consequences. Democratic Representative Pricey Harrison and Republican Representative Dean Arp have both voiced concerns about the language of the bill, particularly its mention of “community clubhouses,” which they argue could open the door to larger-scale gambling operations. Arp warned that the wording might unintentionally permit casino-style setups across the state.

Willis has indicated he is open to revising the bill’s language to clarify its intent and eliminate potential loopholes. With the bill now advancing to the North Carolina Senate, its final outcome remains uncertain.
