Virginia City Reverses Course on Establishing Casino Guidelines

Herndon only recently announced its plans to create plans for casino development

Herndon officials are moving to withdraw a proposed zoning amendment that would have established strict requirements for casino developments within the town. Since the state bill failed to become law, the town no longer requires these specific local ordinances to safeguard its transit-oriented districts.

This decision follows a recent executive veto by Gov. Abigail Spanberger, which blocked legislation that would have allowed Fairfax County to host a gambling facility. Herndon Mayor Keven LeBlanc clarified that the local measure was originally designed to provide extra protection against state mandates by setting difficult standards for any potential developer to meet.

The proposed local rules would have mandated that any casino be part of a large mixed-use project featuring a hotel with at least 225 rooms and 34,000 square feet of retail space. Additional requirements included 11,000 square feet of conference space and a 20,000-square-foot grocery store to ensure any development provided significant community utility.

Despite these detailed parameters, town leaders emphasized that they were never actively seeking to attract a gambling establishment to the area. Instead, the amendment was a strategic effort to define a casino in the town code while making approval nearly impossible through rigorous zoning criteria and public hearing processes.

Although the state-level casino bill is currently dead for the 2026 session, local procedural formalities must still be completed to clear the legislative docket. The Herndon Planning Commission is scheduled to hold a public hearing on May 18 to officially recommend a denial of the amendment.

Following this, the Town Council is expected to formally reject the proposal during its meeting on May 26. While supporters of the state legislation have expressed interest in reviving the casino push in future years, the immediate threat of a facility in Northern Virginia has passed for now. Herndon remains focused on maintaining its existing transit-oriented core without the inclusion of high-stakes gambling venues.
