The New York State Senate has given the green light to a proposal that could clear the way for a major casino and entertainment development near Citi Field in Queens. The legislation, backed by Mets owner Steve Cohen, would allow for the rezoning of 50 acres of land currently classified as parkland, much of it made up of parking lots surrounding the stadium.
The bill passed with strong support in a 54-5 Senate vote after having already cleared the Assembly earlier in May. The measure now heads to Governor Kathy Hochul’s desk, where it awaits either her signature or veto. If approved, it would remove a legal roadblock that has stalled Cohen’s $8 billion vision for the area, which includes a casino, live entertainment venues, and a new 20-acre public park. The project is being developed in partnership with Hard Rock International.
Rezoning the land is a critical step in making the site eligible for one of three full-scale casino licenses still up for grabs in New York State. The proposal has attracted both support and opposition from within the community.
While proponents argue it could bring jobs, tax revenue, and year-round activity to the area, critics say the deal gives away public land for private gain. Community groups and some local leaders believe the parkland should be preserved for open public use rather than turned into a commercial entertainment hub.
Lobbying has played a significant role in advancing the bill. Cohen and his allies have reportedly spent over $3 million on lobbying efforts, enlisting former city and state officials to build political support. A key shift came when State Senator John Liu agreed to sponsor the bill after it stalled last year due to a lack of local backing.
The final decision now lies with Governor Hochul, whose position on the proposal has not yet been made public.
