The country is revamping its gambling laws, including those for land-based casinos
Mexico is moving ahead with a major update to its gambling laws, aiming to replace regulations that have remained largely untouched since 1947. Deputy Ricardo Mejía recently introduced a bill before the Chamber of Deputies that seeks to modernize the Federal Law of Games with Bets and Lotteries. The proposed legislation focuses on improving oversight, promoting responsible gaming, and protecting consumers in a rapidly expanding market that includes online casinos and sports betting platforms.
A centerpiece of the proposal is the creation of the National Institute of Games and Lotteries, a new body under the Ministry of the Interior. This agency would oversee licensing, inspections, and enforcement within the gambling sector.
Its mission is to eliminate corruption, prevent discretionary decision-making, and ensure greater transparency. The reform would also introduce stricter licensing conditions, including a limit of one authorization per property, helping reduce monopolies and open the door to fairer competition.
The legislation emphasizes responsible gaming and public health protection. It officially recognizes gambling addiction as a public health issue. Preventive steps include raising the minimum legal gambling age to 21, implementing mandatory self-exclusion programs, and setting betting limits based on an individual’s financial capacity.
Casinos would also be banned from hosting ATMs inside their venues, and operators would be required to provide clear information on risks and player rights.
By strengthening social safeguards, lawmakers aim to align Mexico’s gambling laws with international standards. The bill proposes that a portion of gambling tax revenue be used to support public health, culture, and sports initiatives.
Deputy Mejía described the proposal as a step toward creating a secure, transparent, and socially responsible gaming environment—one that supports economic growth while reducing the risks of unregulated gambling activity across the country.
