Hawaii is not prepared to legalize casino operations or sports wagering because lawmakers lack adequate data regarding the potential societal consequences. Hawaii currently stands alongside Utah as one of the final two states in the country maintaining total prohibitions on all forms of gambling. The ongoing legislative debate highlights the necessity of evaluating localized vulnerabilities before advancing any formal gaming framework.

The state has the unique opportunity to learn from operational errors made by mainland jurisdictions that expanded gambling platforms too quickly. Multiple regions had to retroactively adjust their initial regulations to resolve major complications surrounding deceptive sports betting advertisements and operator performance.

A thoughtful design for the islands would require prioritizing indigenous Native Hawaiian inclusion to prevent concentrated socioeconomic risks down the road. Advancing the legislative conversation will require conducting comprehensive resident surveys to determine if tourism or the local population would drive the primary market. Experts suggest that a brick-and-mortar casino infrastructure leveraging the tourism industry is far more ideal than introducing expansive online betting platforms.

Furthermore, the state must ensure that robust mental health infrastructure and financial counseling services are fully equipped to handle addiction. This is especially vital given the high cost of living on the islands and existing behavioral health workforce shortages in rural communities where local families often face minimal access to treatment providers.
