Lawmakers are still trying to come to terms with what the new gambling measures should include
Ireland’s upcoming gambling reforms are generating debate as lawmakers push for stricter rules on how operators can use bonuses and free bets to attract players. Originally, the Gambling Regulation Bill 2022 included a proposal to ban all gambling bonuses, but this has been modified after parliamentary discussions. Now, while targeted offers will still be restricted, operators will be allowed to offer free bets to all players, provided they don’t target specific individuals.
Deputy James Browne, who has been leading the bill, noted that banning all bonuses entirely wasn’t feasible. He explained that free bets would be allowed, but operators must ensure they don’t use them in a targeted manner. This change was introduced during the lower parliament’s debate in May.
However, not everyone agrees with the softened stance on bonuses. Senator Lynn Ruane has been vocal in her opposition, proposing an amendment to restore the original wording, which included a full ban on all forms of inducements. She argues that these promotions can act as an entry point for young people and vulnerable players. Ruane pointed out that other industries, like alcohol and tobacco, face restrictions on similar marketing practices, and she believes gambling should follow suit.
Senator Mark Wall echoed these concerns, questioning how effectively the regulator can enforce rules on free bets while still protecting vulnerable groups. He believes a complete ban on bonuses is the best way to safeguard players.
On the other hand, Senator John McGahon warned that a full ban could drive players towards unregulated black market operators who may offer more appealing promotions. McGahon stressed that licensed operators would face challenges staying competitive without the ability to attract customers through traditional marketing strategies.
The bill is currently moving through the final stages of Ireland’s legislative process and continues to stir debate on how best to balance player protection with business interests.
