Governor Pritzker’s budget includes more new taxes for the gaming industry
JB Pritzker has proposed higher taxes on casino table games as part of his fiscal year 2027 budget plan in Illinois. The proposal would also establish a new gambling oversight agency and change how video gaming terminal revenue is distributed. Lawmakers must approve the plan before any changes take effect.
The tax adjustment would impact 15 of the state’s 16 casinos, excluding the one located in Chicago. Currently, those casinos pay 15% on adjusted gross revenue up to $25 million and 20% on revenue above that amount. The governor’s plan would shift table games to a structure similar to slot machines.
Under the proposal, operators would continue paying 15% on the first $25 million in revenue. Rates would then climb on higher earnings, eventually reaching as much as 50% on revenue exceeding $200 million. Supporters say the move would modernize the system and increase state revenue, while critics are likely to question its effect on casino competitiveness.
The budget also calls for the creation of the Illinois Department of Gaming Regulation and Enforcement. This new agency would combine the Illinois Gaming Board and the Illinois Racing Board under one umbrella. The administration argues that merging oversight bodies could streamline regulation and improve efficiency.
Another key piece involves video gaming terminals. 10% of VGT revenue would be redirected to a newly formed State Facilities Repair and Maintenance Fund. The change is designed to support infrastructure needs across the Prairie State.
Separately, Rep. Daniel Didech has introduced House Bill 5143. The measure would eliminate a per-bet fee currently applied to online sports wagers, rolling back a charge added last year under the state’s Sports Wagering Act.
