The Illinois legislature has snuck a license extension for Bally’s Chicago casino project into a massive state revenue bill

The legislative move rescues Bally’s from a major operational crisis by allowing its temporary casino at the Medinah Temple to remain open through September 2027. Under standard Illinois state law, temporary gaming facilities are strictly limited to a two-year lifespan. Because construction delays have pushed back the expected debut of the permanent $1.8 billion River West entertainment complex to early 2027, the company faced a multi-month revenue gap when its current temporary permit was scheduled to expire this September.

Lawmakers settled the issue in the final hours of the spring legislative session by embedding the critical extension clauses into SB3019, an omnibus revenue bill totaling 1,600 pages. The final text grants the Illinois Gaming Board the authority to extend temporary casino operations by 18 months and permits up to two optional three-month extensions after that point.

Given the three-year mark the venue will hit this year, following a previous 12-month extension in 2023, the fresh framework translates to a maximum of 12 additional months of legal gambling at the temporary location.

The successful inclusion of the language contrastingly follows the quiet failure of HB4437, a standalone bill introduced in January specifically designed to extend the Chicago project timeline. That isolated proposal stalled out completely in the House Rules committee on March 27 and never gained traction before the general session adjourned.

While local lawmakers expressed initial public doubts about the long-term viability of the project, financial backing remains steady with Gaming and Leisure Properties contributing $940 million in construction financing alongside a $250 million land purchase.

The temporary casino has faced heavy scrutiny after generating only $15.28 million in city gaming tax revenue during 2025, which fell significantly short of initial municipal projections. Construction at the permanent site has also been plagued by municipal water line relocations and unexpected work stoppages. The legislative extension provides vital operational certainty for the company as it attempts to finalize the flagship property.
