Lawmakers are scheduled to return for a special session, but the gambling proposal is not expected to be reconsidered

A proposal to change gambling rules tied to horse racing in Florida has failed again after stalling in the state Senate. The measure had already passed the House, but did not clear a single Senate committee before the legislative session ended.

The bill focused on “decoupling,” which would allow racetracks to operate casinos without being required to host live races. Supporters argued this change would give tracks more flexibility in a competitive gambling market.

Two major venues, Gulfstream Park and Tampa Bay Downs, are currently required to hold a set number of races each year to maintain licenses for slots and poker. The proposal would have removed that requirement for thoroughbred racing.

Backers of the bill, including ownership groups tied to Gulfstream Park, have pushed for years to separate racing from casino operations. They argue that live racing is less profitable and limits long-term business plans.

Opposition came from across the horse racing industry, particularly in areas like Ocala, where breeding and training operations are concentrated. Industry leaders warned that removing racing requirements could lead to a major decline in the sector.

Groups representing owners, breeders, and related businesses said the industry supports thousands of jobs and generates billions in economic activity. They pointed to other forms of racing in the state that declined after similar rules were relaxed.

The debate also drew attention from political leaders. Florida Governor Ron DeSantis has previously voiced opposition, saying the change would favor specific business interests while harming a broader industry.
