A controversial bill that could pave the way for a casino in Fairfax County is still moving forward in Virginia’s legislature. The measure, introduced by Senate Majority Leader Scott Surovell, recently passed the state Senate by a 24-16 vote and is now headed to the House of Delegates. If it clears that hurdle and gets signed into law by Governor Glenn Youngkin, the bill would allow the Fairfax County Board of Supervisors to hold a voter referendum on whether to approve a casino.

Supporters argue that a casino could generate significant revenue for the county, which is dealing with a nearly $293 million budget shortfall due to declining commercial real estate tax revenue. A past study estimated that a Northern Virginia casino could bring in an additional $155 million in state gaming taxes, though it did not specifically analyze Fairfax County. The bill limits potential locations to Tysons, requiring proximity to the Metro’s Silver Line and a major indoor shopping mall.

Real estate developer Comstock Companies has expressed interest in building a casino as part of a broader entertainment district near the Spring Hill Metro station. The proposal includes apartments, a hotel, a performing arts venue, and retail spaces. Labor unions have also voiced support for the project after securing commitments for union jobs.

Opposition to the bill has been widespread, with faith-based groups, local homeowners’ associations, and national security professionals raising concerns. Critics argue that Fairfax County was not originally intended to host a casino and that the project lacks public support. Some lawmakers pointed out that past casino approvals in Virginia involved backing from local officials, which has not been the case in this instance.

While the county’s Board of Supervisors has not formally endorsed or rejected the proposal, some members have expressed skepticism. If the bill passes, it would shift the debate from the state level to Fairfax County, where voters would ultimately decide the casino’s fate.
