The Windy City could expand its gambling footprint to increase city revenue

Chicago officials are exploring new ways to boost city revenue through gambling, with fresh discussions centered on bringing slot machines to O’Hare and Midway Airports. During City Council budget hearings, Chief Financial Officer Jill Jaworski revealed that Bally’s, the company developing Chicago’s first casino, has already identified a potential site for slots at Midway. The talks mark renewed momentum for an idea that had previously stalled under earlier administrations.

Jaworski confirmed that the city has been in active discussions with Bally’s about expanding gaming operations to airport terminals. She noted that while there are “technical challenges” involving state and airport regulations, the conversations are ongoing. The plan would take advantage of authority granted years ago under Illinois’ casino expansion law but never implemented in Chicago.

Alderman Gilbert Villegas, who has long supported the proposal, called it a “missed opportunity” that could generate $30 million to $40 million annually. He argued that with the city facing a major budget deficit, new revenue streams like airport slots should be considered. Villegas dismissed concerns that the move would tarnish Chicago’s image, saying that travelers could enjoy a controlled entertainment option while waiting for their flights.

Previous opposition came from senior city advisers who warned that adding slots could make Chicago’s airports resemble Las Vegas. Critics like Jason Lee said the change could alter the character of O’Hare and Midway, which serve as key transportation hubs rather than tourist gaming destinations.

Villegas, however, envisions a refined approach. He proposes limiting slot machines to restricted lounges beyond security checkpoints, where food and drinks would also be available. The setup, he says, would allow adults to pass the time responsibly while capturing visitor spending. The idea reflects Chicago’s growing willingness to embrace gambling as a practical solution to fiscal challenges while promoting Bally’s broader presence in the city.
