Australian state legislators are cracking down on casinos
Australia is moving closer to integrating carded play into its gambling regulations, with Victoria leading the shift through newly passed legislation. On May 27, 2025, the Victorian Parliament approved the Gambling Legislation Amendment (Pre-commitment and Carded Play) Bill 2024, signaling a stronger push toward responsible gambling measures across the state.
The bill introduces a framework for a mandatory carded play system, which would require gamblers to register and use a player card before accessing electronic gaming machines. These cards are designed to allow individuals to set limits on time and spending, offering more control and potentially reducing the risk of gambling harm.
Although the trial phase for the system was initially planned for May through June 2025, the Victorian Government has chosen to delay the rollout. Officials say this pause will allow time for consultation with key industry stakeholders and a review of how similar systems are working in other regions of Australia.
The carded play model isn’t entirely new, but its formal integration into legislation marks a more serious step toward widespread implementation. The government has emphasized that future decisions on the system’s timeline will be informed by feedback from venue operators, harm reduction specialists, and technology providers. There’s also an interest in exploring tech-neutral options to ensure flexibility and long-term viability.
The Victorian Gambling and Casino Control Commission (VGCCC) is expected to play a central role in guiding how the system is shaped and enforced. While no new trial date has been announced, the state’s move reflects a growing nationwide trend toward tighter oversight of gambling behavior.
The new framework underlines the government’s intention to balance consumer protection with industry input, as it works toward a more regulated and accountable gambling environment in Victoria and potentially beyond.
