Senator Irajá Silvestre is advocating for the legalization of casinos to stimulate Brazil’s tourism sector

Senator Irajá Silvestre recently revitalized the push for gambling reform during the Brazil Investment Forum held in New York. As the rapporteur for the pending Senate bill PL 2234, the senator argued that the nation must prioritize economic growth by unlocking the potential of the tourism industry.

Silvestre emphasized that Brazil remains one of the few South American countries that still prohibits casino operations, a restriction he views as a major hurdle to attracting international capital. According to his assessment, regulating this sector would allow the country to capitalize on a dormant market that is already well established in most other parts of the world.

The senator urged his colleagues to set aside ideological differences to focus on national development and fiscal health. He pointed out that legalizing casinos could serve as a significant engine for job creation and tax revenue, echoing the success seen in other global jurisdictions.

Despite persistent political resistance from various factions, the senator remains optimistic that the legislative process can move forward. He noted that the National Congress has successfully passed other complex reforms in recent years, proving that major policy changes are possible even during election years when political tension is typically heightened.

In addition to the gaming proposal, the senator highlighted another piece of legislation, PL 2964/2019, which aims to permit foreign investors to acquire or lease rural properties within Brazil. This initiative is currently under consideration in the Senate following its approval by the Chamber of Deputies.

By pushing both the casino bill and rural investment measures, the senator aims to demonstrate that Brazil is open for business. Supporters of these reforms believe that modernizing these legal frameworks will provide the necessary infrastructure to integrate Brazil into the global economy more effectively.
