The latest bill seeks changes to responsible gambling controls

Brazil’s lawmakers are preparing yet another proposal aimed at reshaping the country’s fast-growing gambling market. The newest initiative, introduced by government leader José Guimarães in the Chamber of Deputies, focuses specifically on creating a National Strategy to Combat Gambling Addiction. It reflects rising political concern over the rapid expansion of sports betting and online gaming since the regulated market went live in January 2025.

The bill, registered as PL 5817/2025, marks the sixth gambling-related proposal introduced this year. Its core objective is to build a nationwide framework for prevention, early detection and treatment of gambling-related harm. Lawmakers argue that the surge in betting activity requires stronger guardrails before issues escalate further.

Under the proposal, licensed operators would face stricter oversight. They would need to provide reporting channels for harmful behavior and conduct monthly behavioral assessments for new customers. If a player shows signs of compulsive gambling, the operator must automatically suspend the account and notify authorities. Weekly reminders about loss limits and responsible-gambling tools would also become mandatory.

One of the most significant measures is a full ban on credit card use for betting. Specialists have urged this step for years, saying it prevents users from accumulating debts quickly—one of the driving factors behind severe gambling harm. The Ministry of Finance would oversee financial-control tools, allowing customers to set spending caps and monitor activity.

Advertising rules would also tighten. The Ministry would gain power to regulate content, format, broadcast channels and schedule restrictions, especially to reduce exposure for minors and vulnerable groups. Educational campaigns, warning labels and mental-health support programs would become national requirements.

The bill also encourages research into gambling addiction and calls for standardized criteria to identify high-risk behavior. A remote self-exclusion system would allow individuals to block themselves from all licensed online and land-based operators with a single request.

PL 5817/2025 has not been scheduled for a vote yet, but discussions in thematic committees are expected soon. Government officials have signaled that protecting consumers in a rapidly expanding betting market is now a legislative priority.
