The Senate won’t vote on the bill until after they return from recess

In a not-too-surprising development within Brazil’s legislative landscape, the Federal Senate adjourned its session on July 18 without addressing the much-anticipated bill 2.234/22, which seeks to authorize the establishment of retail casinos. This postponement pushes the debate over the legalization of casinos, bingo halls, and other forms of gambling to the next Senate session, scheduled for August 1, following the recess.

The bill’s journey through Brazil’s legislative corridors has been long and fraught with delays. Initially introduced over three decades ago by then federal deputy Renato Vianna, the proposal has seen various iterations and discussions but has consistently failed to cross the final legislative hurdle. In 2022, the bill gained momentum with approval from the Chamber of Deputies, raising expectations for a decisive Senate debate.

The President of the Senate, Rodrigo Pacheco, had not anticipated a vote on the bill before the Senate’s recess, despite the introduction of a secondary bill aimed at expediting the process.
