A bill would allow the state’s current casino operators to launch online gambling

Arkansas lawmakers are pushing forward with a bill that would legalize online casino gambling in the state, allowing its three licensed casinos to expand their digital offerings. The proposal, known as House Bill 1861 (HB 1861), was introduced on March 19 and has garnered bipartisan support as officials look to regulate the growing online gambling market.

If passed, the bill would permit Oaklawn Racing Casino Resort, Saracen Casino Resort, and Southland Casino Resort to offer digital versions of classic casino games, including blackjack, roulette, and craps.

These casinos already operate mobile sports betting apps, but current regulations do not allow them to offer online casino gaming. In addition to expanding the state’s legal gambling options, the measure would also make it a felony to run unlicensed gambling sites within the Bear State.

The proposal comes amid concerns over offshore and unregulated gambling platforms that continue to attract local players. Supporters argue that the bill would help protect consumers while ensuring that gambling revenue benefits the state rather than foreign operators. Carlton Saffa, chief market officer for Saracen Casino, emphasized that illegal sites operate without oversight and do not contribute tax dollars, creating an uneven playing field.

Beyond traditional casino gaming, the bill includes provisions allowing promotional games and interactive drawings to support name, image, and likeness (NIL) collectives tied to Arkansas universities. These collectives provide financial opportunities for student-athletes, adding an additional incentive for lawmakers to back the measure.

While the proposal has strong support from legislators like Rep. Matt Duffield and Sen. Dave Wallace, it also faces opposition from trade groups that argue it limits consumer choice. The bill is set for review by the House Judiciary Committee, but discussions may not begin until after lawmakers return from their spring recess in April.
