The country is finally eliminating its non-functional gambling monopoly
Finland has taken a significant step toward expanding its online gambling market by confirming that horserace betting will be part of the country’s planned commercial gambling model. On November 1, the Ministry of the Interior submitted a draft regulation to the European Commission, a move that enables EU scrutiny and feedback to ensure alignment with EU legislation and the principles of free movement within the bloc. This process allows both the Commission and EU member states to review and provide input on Finland’s proposal.
Under the proposed framework, Finland’s gambling market would open up to licensed operators by January 1, 2026, allowing them to provide betting, online casino games, and online bingo. This shift aims to create a more competitive and regulated gambling environment in the country. Meanwhile, Veikkaus, Finland’s current state-owned operator, will maintain its control over the lottery, betting games, and physical ATMs and casino games, keeping its stronghold on these segments within the expanded framework.
The Finnish government intends to present this proposal to its parliament in the spring of 2025. This timeline reflects a significant transformation in Finland’s approach to gambling, as it moves from a largely state-controlled model to one that incorporates private operators. The push toward a more open market aligns with trends in other EU nations, where regulated gambling markets are increasingly common to ensure consumer protection and generate additional tax revenue.
The inclusion of horserace betting in the new model highlights Finland’s intent to adapt its gambling sector while also maintaining certain exclusive rights for Veikkaus. If approved, this regulatory shift marks a notable change in Finland’s gambling landscape, promising a wider array of options for players while aiming to strike a balance between market openness and state oversight.
